At the April 16, 2024 Invest GP Committee, Council directed Administration to make amendments to provide additional opportunities for secondary suite development when certain conditions are present.

Public Hearing

A public hearing was held on June 3, 2024, for the proposed amendments to the regulations governing secondary suites.

Following the hearing, Council directed administration to prepare amendments and bring back further information on the proposed secondary suite changes presented.



Council also passed the following motions:

  • Council direct Administration to prepare amendments to this Bylaw that will require a minimum of 1 parking stall for every secondary suite.
  • Council direct Administration to bring back further information regarding garage and garden suites before third reading of this bylaw.

This updated information will be presented at the next City Council meeting held Monday, June 17, 2024.


Proposed Secondary Suite Changes

The proposed bylaw amendments presented at the June 3 public hearing included the following:

  • Allowing secondary suites in semi-detached dwellings, expanding beyond single detached dwellings.
  • Expanding density limits in neighborhoods, increasing eligibility for secondary suites from 20% to approximately 50% of homes.
  • Removing floor area restrictions for basement suites, eliminating the 40% maximum occupancy rule.
  • Eliminating minimum lot width requirements and adjusting bedroom allowances based on lot size to enable larger suites on larger lots.
  • Reducing parking requirements to one space less than the number of bedrooms.
  • Permitting backyard suites, not restricted to detached garages, also known as garden suites.


Open Houses

In preparation for the public hearing, residents were invited to attend three informational open houses where they could ask City Administration questions and learn more about the proposed changes. The sessions were drop-in format and took place during the following dates and times:

  • May 22, 2024 | 4 p.m. – 7 p.m. | Teresa Sargent Hall (9839 103 Ave)
  • May 28, 2024 | 4 p.m. – 7 p.m. | Teresa Sargent Hall (9839 103 Ave)
  • May 29, 2024 | 11 a.m. – 2 p.m. | Teresa Sargent Hall (9839 103 Ave)
