Consultation has concluded
At the June 17, 2024 City Council meeting, Council gave third reading to Bylaw C-1260-180. The following amendments were passed:
Allowing secondary suites in semi-detached dwellings, expanding beyond single detached dwellings.
Expanding density limits in neighborhoods, increasing eligibility for secondary suites from 20% to approximately 50% of homes.
Removing floor area restrictions for suites situated entirely in basements and sets a cap at 100m² for suites located above grade
Eliminating minimum lot width requirements and adjusting bedroom allowances based on lot size to enable larger suites on larger lots.
Reducing parking requirements to one space less than the number of bedrooms, with a minimum of one additional parking stall.
Council also gave third reading to Bylaw C-1260-187, being an amendment to the Land Use Bylaw at the November 18, 2024 City Council meeting. The amendments permit detached suites without requiring internal parking stalls, while regulating the maximum size and height to minimize impact on neighboring properties.

A public hearing was held on November 4, 2024, to consider the latest amendments to backyard suite regulations.
A public hearing was held on June 3, 2024, for the proposed amendments to the regulations governing secondary suites.
Open Houses
In preparation for the public hearing, residents were invited to attend three informational open houses where they could ask City Administration questions and learn more about the proposed changes. The sessions were drop-in format and took place during the following dates and times:
