Background

The City of Grande Prairie is working with local partners to develop two Community Supportive Housing projects. One project is a 44 -unit facility currently under development in the Downtown area. The City is currently considering two potential sites for the second project, which will be a 42-unit facility; though the number of units may change based on location and detailed design. One of the locations under consideration is in the Avondale area and has been rezoned in preparation for a potential project. The other location under consideration is in Gateway area and is currently subject of a proposed rezoning to be able to accommodate the project if it moves forward there.

Community Supportive Housing

Community Supportive Housing offers people who have experienced homelessness support to achieve housing and personal stability. This type of program can end the experience of chronic homelessness for people who face barriers due to physical, mental or behavioural health challenges. Community Supportive Housing services include frequent in-home meetings, assistance navigating local services and employment assistance.

Information Sessions

A series of information sessions regarding the proposed project and rezoning for the Gateway location were held on November 23rd and 24th. These sessions were an opportunity for members of the public to get more information about the project and to provide feedback.

Project Locations

The location of the first project is in the Downtown area at 10039 – 98 St. There are two locations under consideration for the second project. One is in the Avondale area at 10011/10017 – 105 Ave; the other is in the Gateway area at P: 0021976 B:3 L: 6 & 4 PUL (11010 - 107A Ave).


Gateway

Status: Rezoned /Under consideration for project

The location is currently undergoing a proposed rezoning to a Direct Control district (DC). A DC district is a site-specific zoning. The proposed DC would allow for the use ‘Permanent Supported Housing’ and designates City Council as the approving authority for development permits. If the DC is approved as presented, any development going forward would need to be approved by Council.

The proposed area also contains a future extension of 107 Ave. In addition to the proposed rezoning, an engineering study is underway to determine potential options for siting the project as well as the alignment of the future 107 Ave extension.

In order to facilitate the potential project, the City is proposing a road closure. No physical road has been constructed in the area of the proposed closure. The closure would eliminate the boundaries subdividing the land to accommodate the future road. The land would be re-subdivided once the final alignment of the road extension is determined.


Avondale

Status: Rezoned / Under consideration for project

The location has been rezoned to a Direct Control district (DC). The DC allows for the use ‘Permanent Supported Housing’ and designates City Council as the approving authority for development permits. Any development going forward would need to be approved by Council.


Downtown

Status: Permitting / Construction

The location has been rezoned to a Direct Control (DC) district to accommodate the project. The development of a 44-unit facility is currently in the permitting stage and construction is expected to begin before the end of 2020. The target opening of the facility is summer 2021.
